Identify the correct registration route and prepare your institution, accredited programmes, financial records and supporting evidence for submission to the DHET.
DHET college registration is the process through which an eligible private education institution obtains institutional registration from the Department of Higher Education and Training. Registration confirms that the institution has met the applicable legal, financial and operational requirements to offer specified registered and accredited programmes in South Africa.
Registration should not be confused with accreditation. Accreditation concerns the institution’s ability to deliver a particular qualification or programme and is performed by the relevant Quality Council. DHET registration concerns the legal status of the private institution itself.
The correct route depends on the qualifications the institution intends to offer. A prospective provider must therefore identify the applicable National Qualifications Framework sub-framework and Quality Council before preparing its DHET application.
Nelson Academic Accreditation helps prospective colleges and higher education institutions determine the correct regulatory route, evaluate their readiness and prepare the evidence required for registration. Our education accreditation consultants can help coordinate the accreditation and registration components of your project.
The term “college registration” is often used broadly, but different institutional categories are governed by different requirements.
It is therefore essential to begin with the exact qualification rather than the proposed name of the institution. A business calling itself an academy, institute or college does not automatically follow a particular registration route.
Programme accreditation is generally a prerequisite for institutional registration where registration is required. A private higher education institution cannot rely on DHET registration as a substitute for CHE accreditation. Similarly, a private college cannot use institutional registration as a replacement for the applicable Umalusi accreditation.
For higher education, the CHE evaluates the academic programme, curriculum, staffing, assessments, learning resources and quality-assurance systems. The DHET separately evaluates whether the institution meets the legal and financial requirements for registration.
Our guide to CHE accreditation in South Africa explains the programme-accreditation component for prospective private higher education institutions.
The exact requirements depend on the institutional category and application. However, applicants may need to prepare evidence covering the following areas:
The application must demonstrate that the institution can meet its obligations to students and sustain the programmes for which registration is sought. Financial projections should correspond with anticipated enrolments, staffing, premises and programme-delivery costs.
Use our broader accreditation checklist to review the institutional documents, personnel, learning materials and resources that may be required.
A prospective private higher education institution must prepare its programme-accreditation and institutional-registration processes as connected projects. The institution will need to demonstrate academic readiness to the CHE while also satisfying the DHET’s institutional and financial requirements.
The DHET provides the APX-01 application form and accompanying guide for private higher education institution registration. Applications may require information about the institution’s ownership, governance, programmes, accreditation status, premises, staffing, student protection and financial position.
Registered institutions also have continuing obligations. These can include submitting annual reports, maintaining accreditation, keeping institutional details current and applying for amendments when programmes, sites, delivery arrangements or other registration particulars change.
Financial viability is a central part of registration because students must be protected if an institution becomes unable to continue operating. The application should demonstrate that the institution has sufficient resources to deliver its programmes and meet its commitments to students.
Applicants may need independently reviewed or audited financial information, realistic budgets and evidence of the required financial security. New institutions should avoid preparing inflated enrolment forecasts that are inconsistent with their marketing capacity, staffing or available facilities.
The institution’s student agreements, fee policies, cancellation procedures and refund arrangements should be clear and consistent with the information presented in its prospectus and application.
Before submission, confirm that the institution’s legal name, programme information, accreditation records, premises, financial documents and marketing material are consistent. Claims made on the website or prospectus should not suggest that the institution is registered or accredited before the applicable approval has been granted.
A readiness review can identify missing documents, unsuitable programmes and inconsistencies before they delay the application. It can also help the institution distinguish between immediate registration requirements and longer-term operational obligations.
Nelson AA can help your organisation identify the applicable registration route, coordinate programme accreditation, review its institutional readiness and prepare the supporting evidence required for a DHET application.

DHET college registration is the institutional registration process applicable to qualifying private colleges and private higher education institutions. It is separate from the accreditation of the programmes the institution intends to offer.
No. Accreditation evaluates the institution’s capacity to deliver a specified programme. DHET registration determines whether the private institution meets the applicable legal, financial and institutional requirements to operate.
No. The requirement depends on the qualifications offered and their NQF sub-framework. Current DHET guidance states that providers offering programmes exclusively on the OQSF are regulated through QCTO accreditation and are not required to register with the DHET solely on that basis.
Yes. Higher education programmes must undergo the applicable CHE accreditation process. A private higher education institution must also meet the DHET’s institutional-registration requirements.
A private college offering applicable qualifications on the General and Further Education and Training Qualifications Sub-Framework generally requires Umalusi accreditation in addition to DHET registration.
A hybrid institution offers qualifications falling under more than one NQF sub-framework. It may therefore need to satisfy the requirements of multiple Quality Councils and the applicable DHET registration processes.
Requirements may include legal registration documents, accreditation evidence, programme information, institutional policies, premises details, staffing records, audited financial information, budgets, student agreements and proof of financial sustainability.
APX-01 is the DHET application form used for registration as a private higher education institution. Applicants should complete it with reference to the current official guide and applicable regulations.
An institution should not market itself as registered or enrol students into regulated programmes on the assumption that approval will be granted. The applicable accreditation and registration requirements should be completed before operations begin.
Yes. Obligations can include maintaining programme accreditation, submitting annual reports, preserving financial and student records and applying for amendments when registered institutional details change.
There is no universal guaranteed timeframe. The duration depends on the type of institution, accreditation status, completeness of the application, financial review and whether additional information is required.
No consultant can guarantee a regulatory decision. Nelson AA can help identify the correct route and prepare a complete application, but the final decision remains with the DHET and relevant Quality Council.
