Plan, review and organise QCTO training materials for your chosen qualification. Nelson AA helps training providers assess learning and assessment resources, identify gaps and prepare supporting evidence for accreditation.
QCTO training materials in South Africa should help learners develop the knowledge and practical competence required by their chosen occupational programme. Whether you are developing resources, licensing an existing pack or updating older content, the starting point is the specific curriculum your organisation intends to deliver.
Nelson AA helps training providers review learning and assessment materials as part of accreditation preparation. A structured review identifies missing content, unclear assessment evidence and resources that need further development before the programme is ready for delivery.
Confirm the qualification title, SAQA ID, NQF level and applicable curriculum version. Obtain the qualification, curriculum and external assessment specifications from the QCTO occupational qualifications database. Check that the programme remains available for the intended intake. For a skills programme, use its applicable programme document. Match your materials to those requirements before selecting a supplier or commissioning content.
A practical materials pack may include the following, depending on the programme and delivery model:
Ask for a detailed contents list and sample module. Confirm which items are supplied, which require customisation and which your organisation must develop separately.
The learning material matrix connects curriculum modules and topics to the resources used to teach them. Record the relevant module codes and point reviewers to the correct documents, sections or pages. Include practical and workplace resources where applicable.
For example, a module on handling customer enquiries should link to the teaching content and relevant learning activities. Keep references precise enough for a facilitator or evaluator to locate the evidence without searching through unrelated files.
When developing materials, agree the scope before writing begins: modules, learner level, delivery format, assessment resources, review stages and completion dates. Involve people with relevant subject expertise and test whether the instructions make sense to the intended learners.
Existing SETA materials may provide useful content, but require a detailed comparison with the occupational curriculum. Identify sections that can be adapted, topics that are missing and assessments that need redesign. Update examples, references and terminology, then record the changes in a version register.
Set review milestones for content accuracy, learner usability and assessment coverage. Agree who will approve each stage so changes are resolved before layout, printing or upload to the learning platform.
Agree the permitted use of materials in writing. Ask the supplier to clarify:
Compare quotations against the same deliverables. A lower initial price may leave additional work for your team, so include review, adaptation and ongoing maintenance in your budget.
Classroom, online and blended programmes need resources suited to their delivery arrangements. For digital delivery, check navigation, readability, learner access and how activities are submitted and reviewed. Ask for files you can test in your own platform before final acceptance. The programme must still meet the applicable curriculum and approved delivery requirements, including practical and workplace components where required.
Internal assessments should address the relevant curriculum criteria and produce evidence of learner progress and competence. Check that tasks, marking guidance and recording tools work together. Where an External Integrated Summative Assessment (EISA) is required, prepare learners against its published requirements. Purchasing an assessment pack does not replace the prescribed external assessment process.
QCTO states that it does not endorse or provide learning materials for qualifications. Providers must demonstrate that their resources meet the curriculum requirements. Learning materials form part of the broader evidence alongside staff, facilities and systems. Our guide to QCTO accreditation requirements explains how these elements fit together.

QCTO states that it does not endorse or provide learning materials for qualifications. Training providers must demonstrate that their materials meet the relevant curriculum requirements. Some occupations may also involve requirements from a statutory professional body, which should be checked separately.
Existing materials can be reviewed for possible reuse, subject to the relevant permissions. Compare them with the occupational curriculum to identify missing content, practical requirements and assessment changes. Updating the qualification name or branding alone does not establish alignment with the new programme.
A learning material matrix maps curriculum modules or topics to the resources used to cover them. It should help reviewers locate the relevant guides, activities and other learning resources. Clear document names, module references and page or section numbers make the mapping easier to verify.
Check the supplier’s licence agreement before uploading content to a learning management system. Confirm permission for digital distribution, learner access, editing, branding and use across different sites or intakes. Also confirm that the supplied file formats work with your intended platform.
Costs depend on the qualification, number of modules, included assessments, licensing model and level of customisation. Developing new materials involves a different scope from reviewing or adapting an existing pack. Request an itemised quotation covering the content, usage rights, editable files, updates and support you need.
No. Materials are one part of provider readiness. Your organisation must also meet the relevant staffing, facilities, systems and programme delivery requirements. The materials themselves need to be appropriate for the curriculum and your implementation plans. The accreditation decision remains with QCTO.
