Understand the qualifications, experience and supporting evidence required to assess learners within South Africa’s occupational training system.
QCTO assessor registration is a commonly used term for the process of demonstrating that an assessor is qualified and competent to assess learners against a particular occupational qualification, part-qualification or skills programme. Unlike a single general registration that automatically permits someone to assess every programme, assessor approval and appointment are linked to the requirements of the specific programme and assessment role.
The Quality Council for Trades and Occupations oversees qualifications and programmes registered on the Occupational Qualifications Sub-Framework. Skills Development Providers and Assessment Centres must demonstrate that they have appropriately qualified personnel capable of delivering or assessing each programme for which they apply.

There is not one universal QCTO assessor registration that qualifies an individual to assess every occupational programme. The applicable process depends on the qualification, the type of assessment and the organisation through which the assessor will work.
For provider accreditation, the QCTO requires evidence that facilitators and assessors meet the minimum requirements of the specific qualification, part-qualification or skills programme. The provider may need to submit the assessor’s curriculum vitae, identity document, qualifications and supporting experience records as part of its accreditation evidence.
External assessments operate differently. The External Integrated Summative Assessment for an occupational qualification is conducted through an accredited Assessment Centre and managed under the applicable quality-assurance arrangements. Assessors, markers, moderators or assessment specialists involved in this process must meet the requirements specified for that qualification and role.
For historically registered qualifications still operating under transitional arrangements, assessor registration may remain with the relevant SETA or quality-assurance body. It is therefore important to confirm the status of the qualification before starting an application.
An assessor must have sufficient subject knowledge, practical experience and assessment competence for the programme being assessed. The precise criteria are determined by the qualification documents, curriculum, assessment specifications and applicable quality-assurance requirements.

The information in these documents should be consistent. Employment dates, occupational experience and qualifications must collectively demonstrate that the person can assess the knowledge and practical competencies contained in the programme.
Understanding the intended assessment role is essential. Skills Development Providers conduct formative and internal assessments during programme delivery. For occupational skills programmes, the provider may also be responsible for conducting and moderating the Final Integrated Supervised Assessment in accordance with the programme specifications.
Occupational qualifications and part-qualifications normally conclude with an External Integrated Summative Assessment. This national external assessment is conducted through a QCTO-accredited Assessment Centre. Working as an internal assessor for a training provider does not automatically authorise someone to conduct an EISA independently.
Assessment Centres must have appropriately qualified human resources and the facilities required by the relevant qualification. Organisations seeking this approval must therefore complete an Assessment Centre accreditation process rather than merely registering one assessor.
When a Skills Development Provider applies for QCTO accreditation, it must prove that it has the human resources required to implement the chosen programme. The assessor evidence should therefore form part of a broader application containing the provider’s legal documents, quality management system, learning materials, facilities and implementation plan.

An assessor is an individual who evaluates learner competence. An Assessment Centre is a juristic entity accredited to conduct the EISA for specified occupational qualifications or part-qualifications. An organisation cannot become an accredited Assessment Centre merely by appointing a qualified assessor.
There is no single guaranteed timeframe because the process depends on the qualification, responsible body, completeness of the evidence and whether the assessor is being evaluated through a provider, Assessment Centre or transitional SETA process.
